Customs to introduce online warehousing declarations

Finnish Customs has planned to introduce the online service for customs warehousing declarations in March 2019 and message declaration in customs warehousing in the spring 2019.

All customs warehousing declarations must be submitted electronically within a couple of months after the introduction of message declaration, said an official press release on Wednesday.

The reform will affect the holders of the customs warehousing authorisation as well as other customers that submit customs warehousing declaration using SAD forms, entries in the records or simplified declarations, that is, commercial or administrative documents.

In the future, standard customs warehousing declarations must be submitted electronically and they must have the data contents according to the EU customs legislation.

The local clearance procedure authorisations for custom warehousing granted earlier will be re-assessed by 1 May 2019 in accordance with the new criteria set out in the legislation.

In the future, the holders of the authorisation for declaration by entry in the records will submit electronic notifications of presentation to Customs for the goods received in their customs warehouses.

In the future, the holders of the customs warehousing authorisation will have to notify Customs of the discharge of the customs warehousing of goods declared for their customs warehouses, when the goods have been placed under the subsequent customs procedure.

The online declaration service will be piloted with a couple of declarants. In the autumn 2018, Customs will inform customs warehousing declarants of how to apply for the pilot company status.
