Kela to reimburse physiotherapy, fertility treatments fees
Reimbursement for dental, gynaecologists' fees to rise

The national social insurance institution-Kela decided to expand reimbursement for private healthcare costs from 1 May 2025, said Kela in a press release on Thursday.
The expansion will be applicable for physiotherapy, dental care and gynaecological examinations and treatment.
Earlier, the Parliament took the decision in this regard.
People will be able to get a reimbursement for up to four physiotherapy appointments per calendar year. These appointments do not require a referral from a doctor.
No reimbursement is available from Kela for the costs of physiotherapy after these four appointments even if you have a referral.
Kela reimbursement for dental care fees will be increased and expanded to include treatment and examinations provided by a dental hygienist twice per calendar year without a referral.
As before, customers who have a referral from a dentist will be able to claim Kela reimbursement for up to 15 appointments with a dental hygienist over the span of two years.
The reimbursement available for gynaecological examinations and treatment will also be increased.
“These changes are part of the Government’s plans to reform Kela reimbursements in stages. The aim is to improve access to care and customers’ freedom of choice in addition to increasing efficiency,” said Merja Larikka, Senior Coordinator of Kela.
Parliament has approved the reintroduction of Kela reimbursement for fertility treatments administered by private healthcare providers.
The aim is to improve the status of individuals and couples who have been unable to conceive due to medical reasons.
Reimbursement will be available for medical examinations and treatments performed or prescribed by a gynaecologist or an obstetrician.
Reimbursement is available if, the person is under 43 years of age and infertility is caused by a medical condition.
Reimbursement may be granted on a case-by-case basis to persons aged 43 or over, on the basis of a medical statement.
Reimbursement, however, is not available, for fertility treatments administered for other than medical reasons
"Kela has previously reimbursed costs incurred for fertility treatments, most recently in 2022. At the time, Kela reimbursed about 13% of the cost of the treatments, and reimbursements were paid to 6,622 people. This time around, the reimbursement rate will be significantly higher than in 2022," said Larikka.
Kela grants reimbursement for the costs for medication used in fertility treatments when infertility is due to a medical condition and the medication is covered by the reimbursement system.
