High Representative of the European Union for Foreign Affairs and Security Policy Federica Mogherini and NATO Secretary General Jens Stoltenberg are scheduled to arrive in Helsinki on Monday, said a government press release.

Invited by Prime Minister Juha Sipilä, they will attend the inauguration of the European Centre of Excellence for Countering Hybrid Threats in Helsinki.

Establishment of the centre is part of the EU’s joint framework to counter hybrid threats and one of the measures to implement the EU-NATO Joint Declaration from 2016.

President Sauli Niinistö, Prime Minister Juha Sipilä, Mogherini, and Stoltenberg will have multilateral discussions during the day.

Sipilä will also have bilateral discussions with Mogherini about topical EU issues, the press release said.
