Finland for protection of civilians in Rafah, ICJ order implementation

Finland on Saturday expressed concern over Israeli ground operation in Rafah and observed that civilians need to be protected at all times in line with and International Humanitarian Law (IHL).

Expressing solidarity with the views of the European Union (EU), the Ministry for Foreign Affairs also said the order issued by the International Court of Justice (ICJ) in this regard in January is legally obligatory.

“Regarding possible Israeli ground operation in Rafah: civilians need to be protected at all times in line with IHL. The order of the ICJ 26 January is legally binding,” the ministry wrote in a post in its social media platform X on Saturday afternoon referring to a statement of the European Union issued on January 16.

The EU in the statement said that it was very concerned about Israeli government plans for a possible ground operation in Rafah, where well over a million Palestinians are currently sheltering from the fighting.

“The EU recognises the right of Israel to defend itself in line with international law and international humanitarian law. The EU asks the Israeli Government not to take military action in Rafah that would worsen an already catastrophic humanitarian situation and prevent the urgently needed provision of basic services and humanitarian assistance,” said the EU.

The EU reiterates the importance of ensuring the protection of all civilians at all times in line with International Humanitarian Law and to respect the 26 January order of the International Court of Justice, which is legally binding.

The EU reiterates its call on Hamas for the immediate and unconditional release of all hostages.

The European Commission (EC) on January 26 demanded full, immediate and effective implementation of the order of the International Court of Justice on genocide in Gaza.

The International Court of Justice (ICJ) in The Hague on January 26 ordered Israel to take all possible measures to prevent genocide acts against Palestinians in the Gaza Strip.

In its meeting next February 19, the European Union’s Foreign Affairs Council will review the situation.
